Have you tried cutting out circles of the fabric; maybe a 2" diameter? And then sewing them together? That is what it looks like to me.
@noritake22: Hmm, now that I'm looking at it again, maybe if I cut circles, and fold them in half, and sew them together?
@Miss Chapstick: i've never tried to make these but it looks like they just have a sewn anchor point in the middle of the pom shape and then the fabric is just folded into it multiple times and then cut to create that shape. ...that doesn't sound helpful now that i read it lol. but yeah - try sewing it all in a single middle point til it's really full looking then cut where the folds are?

@Miss Chapstick: I think that might work. Fold the circles in half and then in half again and then sew/tack the end. Then pull the "petals" a part to get the fullness.

@Miss Chapstick: You are very welcome. You might need to try a few different sizes of circles to get the size that you want, but you should be able to do it without to much effort :-)
@Miss Chapstick: I've made some flowers like this before, and they're surprisingly simple.
You're right about the circles- fold them in half, then fold them in half again, so they look like a 1/4 of a circle (if you check out the picture, you can see where it's like that)
Then I typically start stringing some of them onto thread and then arrange them, and finally stitch back through and knot it.

This is just something my mom's friend said but she was saying that when chiffon is cut it starts unraveling REALLY quickly! Maybe I heard her wrong I am not sure but just keep that in mind as a possibility :)

So I have this idea for a headband that I want to make for myself, and it includes a few of these kinds of chiffon flowers:

Rather than having an Etsy vendor make the headband for me, I'd really like to try it myself. Does anyone know how to make flowers like these? I keep trying to fold and cut fabric certain ways, but I can't seem to get it. Gah!
