I think the best way to start is with a number of guests and a venue. We fell in love with a venue that had a 100 person maximum so that automatically became our guest limit and the number we told to vendors (catering, cake, etc.). Alternatively, if we had been set on having a 200 person wedding, we would have had to find another venue. Also, once you have a venue you will have a date and then you can approach other vendors to be sure they are avaliable. I don’t think it makes any sense to contact vendors until you can tell them when and where you will need their services as a minimum.

As far as determining budget, maybe you could set up some appointments to lok at venues with your parents and then you would all get an idea of basica costs. Pick some places you like but which fall into different price categories so you can all see what exists in a range of budgets.
