What about gift baskets from a place like Harry and David? You could ship them directly to the recipient's house, so you don't have to drive them anywhere. Also, since it would be more expensive than a mug with cocoa mix, you could just get one per household/couple instead of one per adult. I think some of the gifts on that website start around $10-$15, but there's plenty to choose from for under $20.
My other suggestion is maybe check out donation packages at local charities/non-profits in your area. In my town, a $5 donation to the local women's shelter gets you a little card and a homemade ornament. At the local animal shelter, they give you a stuffed animal keychain with donations over $10. I think a lot of charities and non-profits also do group donations at this time of year; so if you gave, say $100, you would get 20 little cards/mementos to pass out to friends and family.
We are seriously considering baking a ton of pumpkin bread, wrapping the loaves in cellophane and ribbon and giving everybody those for Christmas!
After re-reading your post about driving to everyone, I'm going to second Mrs. Spring's suggestion of gift baskets to be delivered by mail. There are all kinds of things available online, for just about any price range.

I know it's a little early, but I am having a horrible time trying to figure out what to get extended family members for Christmas. R and I go to both family Christmases, which totals about 40 people! (Half of that is my mom's family. Seriously.)
We do a gift exchange with the adults in my mom's family, so not a big deal. But I still feel like that's too many people to get personalized gifts for everyone. As much as I'd love to (I am a huge gift shopper) I don't seem to know when to stop, and tend to go overboard.
So now I'm looking for something that I can get everyone. One year i did mugs with cocoa mix, but that was a little too complicated, since it was quite a drive to get to some people! Any ideas?
