I doubt it -- in my county (in another state), we have to show up and provide photo IDs and our social security cards before we can apply for a license. It doesn't seem like that's something a friend could do for you.

a city hall requirement is that you gotta be resident in order to receive discount, i'm not a resident in the city we're getting married at, u think i can ask a friend who lives in that city and apply for me? it's ok, right?
