I think people will know what to do, but if you're worried, just have a sign with the menu. It's not uncommon for people to put up a menu sign, and by titling it Hors 'd oeuvres people should get the idea.
Is there any chance you can have the waitstaff carry trays of appetizers around? People will definitely not think its just their dinner then. In all honesty, I don't think anyone will confuse your cocktail hour with their dinner!
I'd have your mom or someone be aware and tell people to eat or something if they aren't Once one person starts the rest should follow.

We are having an hour long cocktail hour, but it's in the same room as the reception. We are doing this because we are taking family pictures at the ceremony site after the ceremony and wanted to have something for people to do. It will consist of light appetizers and the bar will be open. I'm concerned that people won't know it's the cocktail hour and maybe think the food display is the actual dinner and not eat it. I have up on the wedding website that the cocktail hour will be from 7-8, but for those who dont check the website, do you think I need to have a sign or something telling them that it's cocktail hour? Or am I way overthinking this?
