Maybe you could use those along with some tea lights with glass holders of various bright colors.

I don’t know if this is what you mean by carnival theme, but I’m getting kind of excited looking at the possibilities. I would think that you could maybe make something like those circus tent boxes yourself.

Maybe jars of colorful items like kazoos or buttons?

What about big 36″ balloons are varying heights in varying colors?
