If not, I'd use lacquer (you can get this at any craft supply store)
I would use a repositionable spray mount. You can get it at michaels, it looks like a bottle of hairspray.

or make the paper sized so that it fits snug when wrapped around and use tape on the inside of the seam...
What a cute idea! Votive holders w/ candy in them!
On a side note: I've never worked with spray mount. So this might be a silly question, but if its like hairspray... is it flammable?
If you go the "snug paper tape the seam" route (which I've done successfully), the best adhesive tape to use is a product called Tacky Tape. It's double sided tape (you can get it at any craft store or even Walmart), and the roll looks red. It comes in a couple different widths and it's super powerful - holds like a charm.
It's probably flamable if you are spraying it and trying to light it on fire - but if you sprayed the paper and then attached it to a glass votive I highly doubt you would have any issues. You could always laquor everything in the end to get a hard seal. Spray mount is just really easy to apply, and you don't get any 'wet marks' like other glues -

Just a quick question for all the crafty bees of the hive (from a not so crafty one!) ~ What would be the best way to attach paper to glass? I am using glass votive holders filled with candy as my escort "cards" and want to attach a fairly thick paper (not too think as it has to go through my inkjet printer) to the front that says the guests names/table numbers.
Being a crafting novice, what's the best product to do this??
