Does cricut cut out any shape you can create or is it only off pre- established stencils/templates?

There are cartridges that you buy and it will cut out what ever is on the cartridge. When I bought mine it came with the "George and Basic Shapes" cartridge.

No, they have a "Paper Pups" cartridge but the ones on there are more generic. Dog shapes, bones, doghouses, etc.

For the most part you can only cut what is on the Cartridges if you are using Cricut.  There is the Cricut design studio that let's you edit the images or put things together for easier cutting.   http://www.cricut.com/cds/

Pengy talked about this in one of her posts awhile back but it is a software that you can use for the cricut and do your own design images.  It seems like a great option if you want to use your cricut to cut somethting that isn't a cartridge shape.

Cricut cuts whatever images you buy on cartridges.  If you are looking to cut your own shapes and text, I recommend the Quickutz Silhouette (http://www.silhouettemachine.com) its an initial investment but well worth it and you dont have to buy any cartidges.  You can create your own images and it will cut any .ttf font or you can pay $.99-$1.99 per design of theirs you want to download.

Google "sure cuts a lot 2.0".  It's a program available to download for $75 that will essentially let you "cricut" any font that you have on your computer.  Is there a wingdings font that has pugs?  I'm sure there is somewhere....
