Do you have any pics you could share?
Double stick tape? Are you just trying out colors or you keep changing your mind?
I am not exactly sure what you are asking, but if you are using a liquid glue and are having issues with that, I suggest using glue dots. Put them on the ribbon first and then line the ribbon up where you want it before attaching it.
@rxbrideto be and noritake22: From the looks of her username I think she is an event planner/designer. She probably wants to be able to change out the different ribbon colors for her different clients so she can reuse the cupcake stand for different events.

I built my own cupcake stand. It is made out of wood, really thin. Any suggestions on how I can change the coordinating ribbons on the outer edge with out having to glue every time I need to change the ribbon color?
