Hey Jesso, where are you located in DC? If you are near the Montgomery County MD area I can recommend a great salon in Rockville -- Oasis, located off Rockville Pike in the Wintergreen shopping center. I've been going there for three years and I'm always thrilled with the results -- I've got my whole wedding party booked there in October! Let me know if you want contact info.
I used to live down there for 7 years, and still go down as often as I can to see my hairdresser! Jamie at Salon Cielo on Connecticut in Dupont circle. He does the BEST cuts and color. I've never had him do an updo- but I would completely trust his reccomendations-- call there
I go to Heads Up Hair in Arlington. I love my lady (who does not do updos) and they are very reasonably priced. (I pay $70 for cut and color. Which seems like a lot of money to me, but is a fraction of most salon fees...)
I love my stylist Elena at Bang (Metropole location on 15th St NW DC). She is especially great with curly hair. I am not sure what she does with updos, but she is great with curls and cut! (I've never had my hair colored, so I couldn't comment on that.) There are tons of stylists at Bang. They are very creative around there.
I'd check weddingwire and http://www.dcknottiereview.com/ for reviews of local stylists. good luck and let us know how it turns out!
...haha! Chelseamorning: we go to the same salon! (I live two blocks up the street.) Do you go to the gym there? Very convenient.
