You could string lights from the rafters, and plug them into a generator if there is no electricity at the pavilion.  I saw on Martha Stewart, too, that she took rolls of colored butcher paper and hung them in strips from the ceiling.  You could do fabric, too, which would be heavier and so wouldn’t blow around.   

Try decorating a table at home with the stuff you have and see if you can get the table to look as it does in the picture.

Well, to be honest, the first thing I would do is adjust your expectations. It’s going to be really difficult to transform the pavillion into a formal reception that you have pictured there. Which isn’t to say that you can’t have a really nice wedding, you can.
