If you go to the top of the dress forum, there are instructions for how to find a dress using a google tool. It brings up all the websites that your pictures has been seen on.
It looks like it's discontinued. It's a simple design, maybe you could have someone customize one for you?
I can't find anything. More than likely... it's an old picture of an invite that they don't offer anymore.
There's a Carlson Craft invite called "Starstruck" that is black and white with stars.

@goldendreams: I went on the online chat at the Invitations by Dawn website and asked "Larry" if it is still available for you. 
Here is what they said:

07:24:32 PM [Larry] No, I'm very sorry, but we do not offer that invitation at this time. To be honest, I don't know a time when we have offered that anytime in the past 5-10 years, if at all.
07:24:48 PM [Larry] We would be happy to help you custom design an invitation like that, but we do not have a stock version on file.
07:25:04 PM [Becca] How would she go about getting a custom design like that?
07:25:36 PM [Larry] You can send us an e-mail at orders@invitationsbydawn.com with the details of what you would like (including quantity), and we can get back to you with a quote for what it would cost.

Very unusual and beautiful invite - love the shape and the face of the moon. I hope if you can't find it that you can find someone who can design and print it!
SubmarinersBride -- good call on using the image search technique to try and find it. I'm glad that's a "sticky" on the site - really can be useful!

I found this on a site called thisnext.com which says that it is from Invitations by Dawn but I cannot find it after looking through each category and searching for words like "moon", "star", and "celestial". If you have seen this elsewhere or anything really close would greatly appreciate help! THANK YOU.
