I made my own table runners.  If you know how to sew, they’re not hard at all.  It probably took me about 4 hours total (to make 10).  And frankly even if you don’t know how to sew the hardest part would probably be figuring out how to operate the machine.  How much you spend really depends on how much the fabric is that you get.  My fabric was 54 inch wide (drapery fabric) and I was able to get about one per yard.  So if you need 20 runners, then assume you would need about 20 yards of fabric. . . you’ll need more if you don’t use drapery fabric.
