We are making our runners and I think they are 12" after we seam the edges.  And I think they only drop over the edges about 12" as well.  Rectangular tables are 30" wide, so a 14" wide runner would take up almost half the table, if that gives you any perspective.  A 10" wide runner would devide the table into thirds, 10" of tablecloth, 10" runner, 10" of tablecloth.  I think you can do whatever you think looks right – maybe do a mockup first and fold the runner different dimensions until you think it looks appropriate?

I haven’t decided yet, I think they will probably be floor length – but I made the runners so they only extended about a foot over each side.  Plus our tables will be pushed together lengthwise, so you will only see it on the two end conditions.  Tables are 30" high usually, so if they hang over the end 12" you can see about 18" of tablecloth if they go all the way to the floor –

If they are regular folding tables they should be 30" wide, maybe 36" at the most.  30" is standard –
