Dont stress!! My g-ma is making my veil and she made my sisters and 2 of my cousins.  they were all so pretty.  First you need to breath and decide what material it will be.  Depending on that you will be able to cut it without a hem since the edges wont unravel.  Just get the material, maybe double what you need just so you have extra if you are scared.  Cut it to shape and decorate.  If you bead it I would sew them on so they stay better.  You can use clear sewing thread for that.  Also, lay it out so you know what the decorations will look like before you attach them.
