I would talk to the parents first, and then if they are cool go talk to the kiddos.
I would say parents first. I asked the flower girl's mom before we said anything to her.
Definitely parents first. Most flower girls are going to be superexicted to be a little princess, and will say yes. But they don't know their family's finances, or other commitments. And you don't want to get her hope up, if mom or dad turn around and say it's a no go. (Once years ago, I offered a soda to my nephew, only to find that I should have asked his mom first....
. Wasn't pretty.)

Ok, it's been decades since I was a flower girl, but I don't remember being asked. I think it was more my parents telling me that I was going to be one.
That being said, do you ask the children's parents first and then confirm with the child?
Any suggestions/advice are appeciated!
