ETA: I know you prob don't want to use tissues, but im sure you can adapt it to what you want. like taking the material you have, stacking a few sheets on top of each other, and then folding them like and accordion and folling the rest of the tutorial.
I think you're really close! Just add a little more and they'll be very similar.

Here's a Martha Stewart how-to. It uses tissue paper, but I'm sure you could just adjust it to fabric.

Hi Bees!
I stumbled upon these cute little guys on etsy and I want to try and make some to use as napkin holders. Kinda like those paper pom napkin holders...
So here is my attempt at them...
I feel like I am getting somewhere, I mean it looks similar, but if anyone has any tips I would really appreciate it :D
