I swear you asked for a font.  To change the spacing between letters, go to format > characters and look for something about expand/condense.  I don’t actually use Word but this work in Open Office.  But a “help” search in Microsoft should include the word condense.

In Word you’ll have to do this using Text Boxes, I think.  Each word would be in it’s own Text Box (making sure to format the box so Text Wrapping is either in front or behind – you don’t want the text to “wrap” around other objects on the page).  Then you can move each text box around so it is in whatever position you want. 

If you don’t use Text Boxes MSWord will make each line the size of the largest character, so you won’t be able to get words as close together as they are in the sign.

Another thing that may help is to select the text, go into “paragraph”, and you’ll often see that it’s automatically set to have single line spacing put 10 pixels or something either after or before each line. You can make that 0 and it may get you closer to the look you want.
