Some ideas off the top of my head: Lace trim; a 3 inch ruffled trim on the bottom (depends on the material of your dress); shorter heels; coloured band at base...
But what did the store say? This really is their responsibility to fix.
I've been trying to get a hold of the store for a week now and there's been no reply. The store is in a different country which complicates matters...
Depending on how you paid, you may be able to dispute the charge as item not received as described. That would get the stores attention.
Unfortunately, on the receipt it just says that I ordered the short version of the dress and doesn't give the actual measurement...
Yeah, if you paid using paypal or a credit card, try disputing the charge.
Fortunately, you have time to get a new dress, since your wedding is still a few months away!
Do you have the original order or email confirmation of what you ordered? You can tell them that what is on the receipt is not what you ordered. What's on the receipt isn't as important, because the receipt is printed up after the fact. You can still dispute it and say they got the order wrong and that the receipt doesn't reflect what you actually ordered.
On the receipt it just says 'short'. It was supposed to be 3 inches shorter than the standard, but for some reason it's 6 inches shorter than the standard. This is the dress. Hopefully it'll help my fellow bees come up with some ideas on how to fix it.
If you can't get them to change it for the correct length (and they really really should), then my vote would be for adding some lace to the bottom - preferably silver to match the embroidery - like in these pictures, but without the pickup at the front

There's an organza overlay. Do you think adding lace would work?
Do you have a seamstress yet? I would go to her directly - if she can add an underlay, she will be able to hold fabric up to show you how it would look together. :)
How tall are your shoes? Can you get kitten heels to take off some of the height?
Go get thee a seamstress and ask her. She'll have answers.
As a suggestion, have you considered removing some of the crinoline? If the dress isn't as poofy, it will hang lower. Not sure if this is acceptable to you or not, but it'sd an idea.
A lot of what is possible will depend on how good your seamstress is. A good seamstress can work miracles :) BUT you will end up paying for those miracles usually.
You can also look at how much allowance is still in the hem. If there's and room to let out in the hem, it will help a pinch.
My dress came in too short even though I paid $500 to have a muslin made to make it perfect and specifically asked them to have it come in too long so I could hem the final product to the perfect length. After we let it out in the hip area (they also got this measurement wrong, don't get me started) it actually made the dress longer as it sat lower on me and didn't ride up. So if you're comfortable maybe extending the straps and having the whole thing sit a little lower, that could be an option.
@moderndaisy: The caps are detachable so the dress is actually a strapless, so I don't think extending the straps would work.
@emtheartist: Oh, I didn't realise that a petite dress still had some allowance in the hem. I'd better check that.
Update:
Does it seem normal that when I ask the store how long the dress is supposed to be they say they don't know because they don't have the dress in stock so they can't measure it? But, they keep insisting that it's fine and that I should bring it in to be measured so I can put my mind to rest. How will they be able to tell it's fine if they don't know how long it's supposed to be in the first place? 
Is the length of the dress in the contract? If it is, then you need to be more assertive with them, because they are in viotlation of that. If not, then I'm really not sure what can be done. But I would honestly try to get them to make it right with all my might.

I just don't get why they keep telling me to bring it in to be measured. What good is that going to do if they don't know how long it's supposed to be anyway?
Store manager just told me that it's supposed to be 56 inches long from bodice to hem. That's impossible. I think it's supposed to be 56 hollow-to-hem, but I've had enough with trying to communicate with them so I just gave in and have arranged to have the dress brought in to be measured.
