Nikk - I'm a Canadian living and getting married in Seoul. There's a couple options for you especially if you are a smaller size. The biggest problem I have found in my own search is that even if I want something simple, nobody will make me the exact dress I want. They will only make something based on what they have in their own shop, so you will probably have to be a bit flexible on what you want. Also - do you speak Korean? If you don't, no matter where you go, I think it's best if you take a Korean speaker along with you.
Anyway, here's what I've found in my search:
Do you know Ahyeon Station (아현) - line 2 near Ewha Woman's University? There's a strip of stores on both sides of the road. The whole area is called 'Wedding Town,' and you really can't miss it. I don't think you will be able to have whatever dress you want made there, and it might be a little more expensive, but there are many stores to choose from.
There is also a dress company outside of Seoul that will make your dress quickly. They are basically an online company, but they do have a little cubicle store you can go and visit. I should caution you that if you are larger than 'Korean size,' you will not be able to get every dress on the website - you'll just have to take what she has. They can also fit certain dresses to your size in a month if you are a larger size. Most of the dresses are about 300,000-600,000 ì›
Finally, I am getting my dress made by a wedding dress shop at Chungdahm station (ì²ë‹´). She usually rents wedding dresses, but my fiance used to work with her, so she made an exception for me. I'm not sure if she would do it for another person, and it will take longer than the other two options, but she might be a last resort. www.hagnuswed.co.kr

I'm a South African living in Seoul, South Korea and desperatlely running out of time. I'm getting married in Thailand on the 16th of May 2010!
I've been searching for a dress for a few months now and not being able to find anything I like I've decided to have one made here in Seoul. The only problem is that no one seems to be able to point me in the right direction and I have no idea where to find a seamstress.
I have my heart set on a very beautiful but simple dress that won't be difficult to make.
If any one can help with some information I would really appreciate it.
