I would try to look on yelp, but the only dressmaker I heard of in SF was when I was on the knot one day and looking at real weddings, and there was a SF wedding at the fairmont, and I thought her dress was cute, turns out she got it made in SF and helped design it, I would look there under real weddings, the bride was blonde maybe you could look the designer up? Sorry I couldn't help more but I am sure it is possible, good luck!
Jin Wang makes dresses. I met with her and she is great, and really knows her stuff. in the end, i didnt go with her, though. also, jinza couture makes dresses as well.
I second the fantastic-ness of Jin Wang. Her dresses are a bit pricey though (at least for the price-range I was looking at), if cost is a major concern. I have no idea how her prices compare to getting it made by someone else. Have you tried Glamour Closet? They have a lot of great dresses at really fantastic prices, and their inventory changes fairly regularly. They are definitely worth checking out!
My seamstress's business card states that she makes gowns. She only did alterations for me but they were excellent and very reasonably priced. Her name is Si Arima and she's in Santa Clara. You can google her or PM me and I can give you her contact info.
Amy Kuschel? She has inventory, but does very reasonable custom work as well...
i second Lucy in San Bruno. She's super nice and quite talented. Her prices are reasonable too. I don't have the final product yet, but I've gone through a couple fittings and so far so good =).
