We had the same problem and it was SO annoying. I know you said you cleaned the vent going to the outside, but have you taken it off to check inside? Ours was a pinch too long and water was pooled up on the inside. Emptying it out and making it shorter solved the problem for us.

If it heats one time and not the next, is there any possibility of a loose connection of the heating element? That could be why the repairmen can’t find anything wrong when they test it.
