what about near the washington monument or that big lake during the cherry blossom festival. I think it's around April or May. Baltimore is really nice too.
I particularly love the FDR memorial. You could get some fun shots there, plus you're close to the Tidal Basin, the lincoln memorial, WWII memorial, and the Washington Monument. Not far from the smithsonian either.
Growing up around DC I took all these places for granted - but seriously what a cool place to have engagement photos taken!
We just took our pictures this weekend at the Willard Hotel, it's gorgeous and they let you use the entire ground floor pretty much. Just call ahead of time and let them know you're coming. The advantage is that you won't be cold! We also did some outside the building and were able to get the Capitol from the median in the center of the road across the street from the hotel.

YOur photographer will probably have a lot of great suggestions, but what about the C&O canal area of Georgetown...coblestone streets, water, bridges, architecture.

Are you doing them soon? You could do the outdoor iceskating rink downtown, old town alexandria, annapolis (soo cute especially in the x-mass season), botanicle gardens?

Does anyone have any wonderful location suggestions for the Washington, DC / Suburban Maryland area? I'm ready to FINALLY get our e-pictures done and I only know of one place that I would consider. If you have any to share, I would love to check them out.
