Another idea -
My MIL baked my favorite cookies and used custom cookie cutters from Etsy in the shape of our cats. We did a donation to the ASPCA but wanted people to takeaway something.
Maybe you can back a shortbread cookie in the shape of something very NY?
It was crazy cheap to do this - I think less than $50 for the 100 favors we did.

Is your wedding in the US or in the UK...or somewhere else? As an American I would love to recieve a treat thats from Europe and not easily available in the US. Like Flakes or Kinder Eggs (with the toy in it). Maybe you can do the same for your guests from home, get them treats that specifically from the US.
We don't want to do favors either and we couldn't find luggae tags that fit in our budget. We might do these DIY favors I saw on Vintage Glam blog because they'd be ultra cheap. Good luck!

My fiance is British and I'm from Pennsylvania. As favors, we're giving several pieces of English toffee made with Devon cream (he's from Dartmouth) and maple candies made by my neighbors growing up in PA. It's a little treat that shows where we each come from. We explained it on the favor tags, which are little Moo cards.
I'm from Alabama and my husband is British. We just went with tea as it is something we both love!

Ok the thruth is I hate favors. They are annoying little trinkets that nobody ever uses or just extra food on top of the 26 course meal the guests have just eaten. I was all for not having them but I have been persuaded into doing 'something' I am British and my fiance in from NY. It would be great to incorporate that. Oh did i tell you we're on a TIGHT budget?!
