Well I’m not super skilled at this stuff either, but I’m thinking in Word (not familiar with Publisher, but it might be the same there) you could insert a shape for whatever shape you want the tag to be in, and then insert text. I’m on a Mac now so I can’t tell you exactly step bu step though, sorry!

If you’re in Publisher, you can change the “canvas” size to whatever you want it to be, say 2 inches by 2 inches, and then create it accordingly.  You can either make it a standard square tag or insert shapes accordingly to make it funky.  When you go to print, though, you can click “print full page” and it will fill an entire page with your tag design.

If you’re in Word, it might be easier to create a table, just so you can see the certain size contraints (and it will help w/ the cutting…) and create the tag just as before.

I used MS Word and went to Insert and clicked on text box.  I selected draw text box.  After you have made it the size you want you can change the color of the outline of the box and shape effects.  I then wrote the saying we used in them.  You can overlap wording by overlaping text boxes and then selecting no fill for the background and outline so you can see the words behind everything.  PM me if you want a walk through on doing it:)
