How about a disposable camera? Kids love taking pictres, and when I gave one to my three year old niece, she actually got some pretty cool perspectives!
I know it sounds wierd because its school supplies, but kids love personalized pencils and funny erasers. I had a bunch of smiley face erasers that I would give away when I played games with my 4th graders. I even just gave away some to my younger cousins. They absolutely love them lol.

We avoided candy because our main favour is candy and we are having mini cupcakes.

Colouring Book
Crayons
Silly Bandz
A Chinese Yoyo
A rubber duck (Just cuz)
A small stuffed animal.
We bought everything at Oriental Trading Co. and spent about $5 a bag.
Our idea:
deck of cards, activity book, crayons, board game, crazy straws
