The Red Lion doesn’t have great reviews…some are about the music that comes from a club and rude staff.  I don’t know if this is too far for you, but Promises to Keep in Derry NH has the 89/pp winter deal and has a five star rating on a lot of sites.  I decided that I want to go away (white mountains), but I loved their winter deal, it includes SO much (flowers from Ford Flower Co, champagne toast, the photographer (50 photos, but then the packages are a bit more), dinner, cake from Jacques.

@Hnick23:  Anytime!  Seriously if you want any info on other places I looked at too I will be more than happy to share, just PM me.  I’m in NH but work by Boston and lived on the north shore before moving.  I have a friend who was going to have a reception in Lawrence at Salvatore’s restuarant…the place was in a converted mill building right on the Merrimack River and the prices were super reasonable but I’ve heard it can be a bit hit or miss for service, although I had a work Xmas party there that was great and the wood/brick layout is pretty for a winter wedding.  Where it’s off season, if you do January I’d try negotiating everywhere and see what the best deal is!  This place has a great winter pricing deal too, but it is a drive from you too but there is lodging http://www.publickhouse.com/sites/default/files/d.2014%20Wonderful%20Winter%20Wedding.pdf  I couldn’t see if they charged a room/facility fee at a quick glance though.
