One flower is pretty easy to arrange in a centerpiece. I think you can DIY these. Good luck!

I have kind of run into the same problem, we've decided to go ahead and purchase flowers through Costco, I have heard pretty good things about them. Then we have someone arranging them for us the day of.
I saw Costco centerpieces for $20. This was in-store in their San Diego location. Check to see if there's a Costco near you and call up the wholesale florist that delivers fresh flowers to Costco daily.

Hey ladies!
I need your help! I originally budgeted $30 for my wedding centerpieces but cannot find anyone who will do them this cheap (I only want 12 cream tulips in a small vase?!?!)
Do you suggest I go the wholesale route and trust my DOC to arrange them?
Can you suggest any sites on DIY centerpieces?
Can you suggest some go wholesale places in Philly?
Also, is there a useful website that can tell me how much tulips will cost the first week in May?
