I don't have any advice for you as far as a florist but i know on theknot the Phoenix board women recommend a lot of people. You might want to check there.

You may want to try Wild Child Floral Design in Tempe. Patricia has some great designs. She's also very friendly and has a great personality. I met her at a small bridal fair and had a chance to talk with her for a while. If I didn't already have someone picked out, I'd go with Wild Child.
