Do you not by chance have a family member or friend that have a good creative eye? that would be the cheapest way to go. I'm sure if you found a florist to do that for you, there would be some sort of fee for it.
Um I would say make them yourself! I made floral "bombs" for the first time for my SIL's wedding. They looked great, and though time consuming, were really not that hard. What are you looking to make bouquet? Centerpieces? Bouts?
I vote enlist family members, do it yourself, or maybe put an ad in the local newspaper or Craiglist. Be sure to ask for references or photos, though.
It really isn't too hard to do yourself, though. I have done it before for a friend's wedding and they turned out beautiful.
I should have added that I tried to do it myself with flowers at micheals and it turned out horrific. This is something I don't trust myself or random family member to get right. :(

Is there such a thing as a person who arranges flowers but does not sell them?
I'd like to do silk bouquets as the flowers I want will be very much out of season on my wedding day. I'd also like them to look *really* good but I'm not creative enough to be able to arrange them on my own.
In my perfect world I could take said silk flowers to any florist and have bouquets made. Barring that, are there other options?
