I think you have a built in excuse with not wanting to choose favorites, but OTHERWISE, I’d say just let him ask her. Her parents will take care of her that day, not you, and you can always send her to sit with them during the ceremony. You really don’t have to deal with the little girl at all.

If she’s 7 years old, she shouldn’t be too much trouble to handle on the wedding day. Plus, her parents will most likely be taking care of her–no one will expect you to direct her.

If it’s really important to your Fiance, I’d say let her be in the wedding, unless you can articulate legit reasons why you don’t want her in it.

I’d vote for putting her in… with a few points at this thought… the sisters should be significantly out of the age range of flower girl… ie under 3 or over 12.  (Anything in between would want to be part of the day too!)  I think if they are in that tweener range, they still like having the chance to be in and if they are just a little younger they don’t understand why one is picked and not another.   A seven year old will really enjoy the experience and should be well behaved.

I would just go with the flowergirl – in my case anyways, Fi wants so few things that those that he does want, I really fight to make sure he gets!

Plus, they look adorable in pics! And you can always do some pics with flower girl, and some without.
