Love the pomanders idea! I think a pretty little bouquet would also be just darling. Probably a basket with loose petals would be just too much temptation.
My church was the same way. My flowergirl just carried a small little pomader of minature roses (though I've seen it done with lots of other cute flowers). I thought she looked adorable and I didn't miss having flower petals being thrown at all.

A basket would still be nice though. Would you put anything in them?

So church does not allow pedals down the aisle. What do I do with my two flower girls? Should they just carry basket? Do they just walk with a small flower bouquet. Any suggestions?
