I think etsy would be the place to go, but I'm going to do a quick search of a stamp website.
Well, a premilinary search didn't turn up a whole lot. Ebay seemed to come up with nothing.
Here's a couple sites I found that will make custom rubber stamps.

i was at work when you posted this (sneaking a peek at the 'bee) but i had great results with simonstamp.com...like i danced when it arrived it looked so good and the prices were reasonable i thought. not affiliated with them in any way other than as a paying customer.
Could you not print the saying directly onto the paper before you fold it? Sounds a bit complicated I guess....the stamp would be easier for sure. I got a stamp once from vistaprint and I can't say I was too thrillled...
Office Depot and Office Max make custom stamps, I got one there, it was like 20 bucks.
The fonts and ink colors are limited, but it might be worth a shot.
My friend had good luck with paperangel.com which I haven't used but it would be worth a shot :)
I'd look at etsy. I worked with seller lovetocreatestamps for a return address stamp. He made a couple different options with different fonts for me to pick from.
There are some other cool stamp makers on etsy too that you can find through a keyword search.
I made tissue packets too! I just printed "for your tears of Joy" on Avery clear address labels and stuck them on! Check it out.. I did tutorials too. If it helps!
