Have you tried moo.com? Their cards are really high quality, and they let you use lots of different pictures. Plus they’re really reasonably priced.

zazzle also allows it, as does CafePress.  I think Vista Print and Overnight Prints also uses it.

I got some thank you cards printed from kodakgallery.com. We got the 63 cent cards. They came out really nice.

Moo.com is very high quality, and their cardstock is great (I did my escort cards through them). I made full-bleed photo cards on shutterfly.com for our thank you’s, and they turned out really well, too. I think Moo is better quality, though.
