I think one is for the bride to keep and the other for the husband to toss. The same goes for the flowers. One is for the bride and the other is to toss.

I've been looking on Etsy for a garter for my wedding and they all seem to be sold in twos. I noticed that in stores as well.
Maybe I'm just clueless, but does anyone know why? Thanks.
