Maybe do something with less poof/ruffle, like just a wide flat stretch lace?

So what was the problem, the tulle sticking straight up?

You could make the pleats either smaller or bigger, use a longer elastic with less stretch or sew in a stretch lace spot between the tule that will help keep it flat.

Just some ideas!

Another vote for the stretchy lace kind. That is how mine is and it is very pretty.

I know this sounds weird, but perhaps make it out of a lacy g-string or string bikini panties?  You can cut it to the size you want and it’s already stretchy lace.  I have big thighs myself and am thinking of trying it.
