Not weird at all, especially if everyone knows your grandfather can't make it. I would suggest asking whomever is the next closest male in her life, be it a son, grandchild, etc.

Instead of the bouquet toss, we will be doing a generation dance and whoever ends up being the oldest couple will get my bouquet- we are thinking it will be my grandparents. Only problem is that we aren't sure if my grandpa will be able to come to the wedding.
Would it look weird if my grandmother danced with someone else? My uncle won't be there, my dad will be dancing with his wife. If my dad started dancing with my grandmother after he was done with his wife (they will be cut off early- they've been together 10 years), would this be weird?
