you should use it when you use a xerox copy as your master.
if you use the riso pen, or us a computer printout its not necessary.
youll notice if you use a xerox that a xerox puts out a LOT more carbon ink onto your paper than say a laser jet.
the blue filter helps control the ammt of ink that gets transfered to your screen. if you dont use it, sometimes the carbon from the xerox will block your printable area because too much of it gets transferred onto your screen.

I'm hoping someone can help me out since it seems everyone on here is Gocco experts.
I'm confused about the Blue Filter. Some people say use it all the time, some say don't use it, some say use it sometimes. To get the best Gocco results, when am I supposed to use the blue filter?
