Black Bottle is weird. You get a room for the whole night. Which is great for a rehearsal dinner, not so much for a bach party where going to a bar afterwards is in the cards.
We've had some horrible service at Purple. Plus they have a $1500 min.
Tavolata has a 2k min.
Barolo had some other issue. I wasn't the one that called them.

Seraphina here in Eastlake is nice - and I think they can do groups that size on the patio.
Not much in SLU - Joeys -ew. Bluwater - also ew (im biased because I used to work there and the owners are compete assholes - BUT they do have group seating upstairs)
Fremont has some great places to eat, although I wouldnt consider them "classy" plus parking leaves something to be desired on the weekends.
I tend to avoid Belltown like the plague, parking is awful, the crowds are awful.. and when I ate at Tavolata the food AND service were awful. yuck.
however, Umi has great food, and I've been to a few good birthdays with at least 20 people.
teatro zinzanni? Not sure if they can handle 20 pople together, but its always a good time there.
Most of the places I've been to large events, birthday parties, etc are on the hill.
If you change your mind about location, I can suggest:
Chapel (did my 30th here) - you can reserve the entire top floor & the martinis are tops.
Barrio - delicious food,big group dining area
La Spiga - they can do big groups on the top level and the food! mmmmm...
Tango Tapas - has a group room in the back
Grey bar & barca are fun for drinks and will reserve space for your group.
Capitol Club can also handle large groups.
I'll chime back in if i think of anything more - or closer to your area.
oh and another place that just opened in Eastlake is Ravish http://www.ravishoneastlake.com/
I've yet to make it there, but I hear amazing things, and it looks really cute!
Purple was the first one to pop in my head! Too bad about the minimum, BOOOOOO!
Maybe Toi Thai? They have a room upstairs and the food is yummo!
I second Bario AND Barca for on the Hill if you want to reconsider.

No Madison Park/Capitol Hill.
Needs to easily seat 15-20. No minimum. Good food. Classy vibe.
