Adobe Creative Design suite.  If you’re a student, a lot of universities will let you download it for free (well, you’re paying for it in tuition…).  Adobe has a steep learning curve, though, and what you learn in Illustrator isn’t the same in Photoshop (for example).  There are tons of online tutorials, however.

I taught myself Illustrator in grad school when I had to make posters and I *love* it.  I can do some things on Photoshop and InDesign, but I rely on Microsoft Office Picture Editor for a basic cropping/editing, too.

If you want it to be a little more basic/affordable, I would get Adobe Photoshop Elements. It is a little easier to use and hundreds of dollars cheaper!!

You can try Gimp too, it’s free I believe.
