It depends on how “not too fond” of one of them he is. It’s both of your wedding and both of your decision so it would need to be done jointly as to not cause future problems.

I would be annoyed by it. If you want your brothers in the wedding make them ushers or bridesmen.

No. If it’s important to you that they are in you guys should discuss it.  My brother in law is a groomsman.

I answered your other post and now I see this is the ‘background’ info I was looking for.

The groomsmen are those people that your Fiance wants up there supporting him.  The bridal party are those people you want up there supporting you.  Ask your brothers to do a reading, make a toast, or be ushers.  You shouldn’t be choosing your FI’s groomsmen for him.

My first choice would be to have them stand up with you. Or be ushers. But if you don’t like those I think it’s okay to discuss it with your fiance, but he definately gets the final say.
