Keep the cost down by using coupons, stocking up during sales or going to Costco!
I would hit up places like Wal-mart or Target. I don't think sunscreen is cheap so you might not want to put that in OOT bags. Other than that, your lists looks pretty good.
Bruchetta is right - coupons and sales and stores to buy in bulk are great. The biggest key things you need are snacks and water. The sunscreen was a big hit at our wedding because it was a beach thing (small sizes in bulk from Sams). For maps and things to do, check your chamber of commerce - you should be able to get those for free. Also, print up a nice welcome letter saying thanks for coming, and quick reminder of timing of wedding events.
Are there any food items that are local to the area? A lot of people try to throw in some local stuff. For example, our town bottles their own water, so we're using their water bottles in our OOT bags. And supposedly, potato chips were invented in our town as well, so we're throwing in some gourmet chips, and also, chocolate covered chips (which the local candy store is famous for). Then we're throwing in some maps, an itinerary of the weekend, and a personal notes signed by both of us and that's it (keeping it really simple).
yeah I have free perfume from my friend who works in elizabeth arden which I'll give to my future SIl and MIL and bestmans GF, then I have free subway maps and coupns to macy's 21 century 21, and various tourist spots and a brochure to the sex and the city tour for my fiance's bestman's girlfriend, I'll be giving it out the same time we give our gifts to the bridal party

You can still do sunscreen. Don't they sell little travel sizes? Those would be about a dollar apiece. But that can add up- that should probably be the first thing you cut! I also have appreciated a schedule of events, 100 calorie packs, and fruit snacks!

We'll have quite a few out of towners come to the wedding and I'm wondering about guest bags. I think they're a nice touch, but whenever I get them I always think, oh they didn't have to do that...
Thoughts whether or not to do this?
