My girlfriend loves getting her hair done at Tony & Guy in Van. She takes the float plane over from the island just to get her hair done over there! They must be good because she always has fabulous hair... I don't live down there anymore so I'm not too sure about any current places.
Mika does Make-up is the best little shop in Vancouver. I mean, the best one where the general public can make appointments and the price point is actually reasonable. It is super lush, modern, girly and chic. It's located downtown, so not sure if that's appropriate.

I used two make-up artists - one does it on the side (her name is Angela) and she did a fantastic job on my wedding day:
And I also went to the MAC store in Metrotown to do my make-up for my bridal shoot. I can't remember her name but she did a FANTASTIC job and I think she mentioned that she also does it on the side.
