My advice is to simply ask your professional people. If you have an idea of what you want done with your hair/makeup, they should have an idea of how long it'll take. (For me, my place said both would take about 2 hours, maybe up to 2 1/2.) With that information, you can get a better idea of when to start. With a 1:00 wedding, I'd personally feel most comfortable with an "earlier the better" approach.
I also asked the "which comes first, hair or makeup?" question, and they said hair generally does. :)
Hi! Im a professional Makeup Artist- You should start at 10am, wedding makeup takes 30-45 minutes (discuss false lashes ahead of time, they really make your eyes pop on camera and come in all styles) Hair will take another 45-1hour. It doesn't matter which is first, for an updo you shouldn't wash your hair for 24 hours before (this allows the natural oils to coat hair making it easier to style) If you have had hair & makeup trials then things may go faster, but I never like to cut it too close and I schedule an hour for each! Also, if you want to wear false lashes try them out ahead of time!!! Just so you get used to how they feel:)

Since my everyday look is having my hair in a pony tail and just a brush of lip gloss, I have no idea how long will it take me to be prepared for my wedding at 1pm. Both the make-up artist and hairdresser are asking me what time do I want my hair and make-up done, and for the life of me, I have no idea.
<span class="Apple-tab-span" style="white-space: pre"> So, If I'm getting married at 1pm, what time should I book them? Is it the hair first or the make-up? I really have no idea and I need your advice. And also, I know it's cheaper if I'll just go to their salon but how much is the average fee if they will do it at my house? I haven't done a hair and make-up trial as all of you bride-to-be are doing.
