When I was 18 I was drunk on my birthday… Probably a terrible answer. Your sister is a more mature 18 year old than I was, haha.

Spas often offer birthday packages for groups. Can you call around local spas and get some rates on groups? Or maybe look online and find a brand new photographer, and have a photoshoot thing for her and her friends? They could all get ready, and then (insert name of cheap photographer) would come and take some cool pictures of them. 

Do you still need it HP specific? Or are you discarding that theme entirely?

I think I would do what your sis originally planned..movie, friends, food (with HP names like butterbeer, etc…) and of course a Harry potter cake. I’m sure the friends  will just hang out and chat anyways…  What about decorations like cauldrons… Don’t other party stores have hp stuff?

There are some HP board games – trivia based, on dvd, HP clue, HP lego game that you build (pretty fun) and probably more. you can make some invites that look like scrolls or in little envelopes and have owls stamped on them (owl post).

have some snacks from the books (butter beer = cream soda and butterscotch ice cream). maybe a chocolate fountain and pretzel wands (actually there are HP cookbooks with this sort of thing).

have a cake w/pink frosting slightly smashed as though Hagrid sat on it.

go to thrift stores now, you could find some black graduation gowns for her friends to wear.

have “divinations class” make some tea leaves and read fortunes

“potions class” make drinks, soda/sherbet/milk shakes in diffent colors, serve in glasses

muggle studies – use a telephone to order normal food like pizza/wings
