it is legal in Maryland--my aunt did it for a friends wedding and may be offiiciating at mine. She went through the Universal Life Church. Ordination is free and I think there's little to no "education" required. It varies from county to county, so your best bet is going to be to call the clerk at the PG County courthouse and check on the requirments.
The state of Maryland leaves it up to each county to decide this one. If you are getting married in PG county, then call the PG county courthouse and speak to someone in the department that handles marriage licenses. He/she will be able to tell you if it is legal in that county.
I'm 99% sure it's ok to have a friend officiate as long as they have the right "stuff" in order to do so. My friend is catering manager based out of PG county and has the ability to officiate "for emergency situations", if need be. I agree that you should call the courthouse to double check, but I'd be surprised if they said no!
My brother officiated my wedding in Baltimore City and according to the Attorney General's office, anywhere in the state of MD can do it. We used the Universal Life Church to get him ordained

I would really like my brother to officiate our wedding but I am not sure where to begin doing the research to see if this is even legal in MD (PG County) and what the process of having him ordained entails.
I've googled but haven't found anything concrete. Any help out there bees?
