The Wedding Cafe has a good list to start with. 

Depending on what your friend wants, in terms of hours, they may be affordable. I wanted full-day coverage, so the prices were not cheap. I’ve seen the work of most of these people around, and they’re all quite good.

I actually ended up having someone from NY come in, and she did reduce her rates for us b/c the trip was "business," but I’m not sure how common that is. You’d have to trust the photog, I guess. She would’ve cut her rate further if I covered the cost of her hotel, but I just don’t like telling people where to stay, so I said I’d pay more and let her handle it herself.

check out http://www.bradyoshiro.com.  i’m not sure how much he raised his rate, but when i booked him last year, it’s pretty affordable.  both he and his wife are of japanese, maaaaybe he’d work with your friend to fit her budget. =)
