we have a small bridal party and was planning on having their spouse sit with them at the table, but my fi has two daughters that are in the wedding as well and also will include them at the table. that would only be 8 of us. How do i go about placing the girls at the table without making them feel pushed out? they are 13 and 15. we are planning on having two family tables, my side and his side. one table will be 9 and the other will be 11. any suggestions?

I think they would be most comfortable next to their dad.

Either next to their Dad or one on either side of you and your FI if they are comfortable with that. One would think that at least the 13 yr old would be ok with that.
Then seat the bridal party as you go right and left down the table.

If the table is rectangular, you could also do this:
[Best Man] [Groom] [Bride] [MOH]
[BM Wife] [daughter] [daughter] [MOH Husband]
[Daughter] [Groom] [Bride] [Daughter]
[BM Wife] [Best Man] [MOH] [MOH Husband]
