Hm, that's strange. I've used them a ton and never had that happen. Maybe you had a dummy-pack? Did you add extra water to the top of the strip? They usually get super-crusty and shouldn't take longer than 20 minutes at the most to dry. Maybe try another one?
Wait you didn't remove the plastic?
Remove the strip from the plastic. Wet your face like your washing it. Dry your hands and then put the strip on. Once its in place you may need to use a damp cloth to make it wet enough.
