greens, cool browns, maybe even a navy would be beautiful with daisies and are very garden appropriate. You may want to look into knee-length dresses rather than tea, unless all your maids are really tall (tea length makes almost everyone looks short and squat)
Do you want your wedding to have a certain feel to it? Do you have a favorite color or colors? What colors are at your reception location? You can use any of those to come up with colors for the girls to wear? If not colors, maybe give them a kind of fabric or style they should wear.
I feel like most bridesmaids do want some kind of direction as to what to wear, I know I would . . . What if you looked online and provided them with a little style guide that has dresses you like in it and could imagine them wearing at your wedding, just so they have a sense of what you'd like to see.
Honestly, when I think Cape Cod, daisies and summer, my mind automatically thinks blue! Or sea glass! Maybe you could have them wear various shades of blue and green.

I have no idea what to ask my bridesmaids (and man) to wear. None at all. I love the mismatched vintage style, and I definitely don't want to assign them a specific dress, but they are all asking me for guidance and I have no idea what to tell them. We don't have specific colors picked out or anything, so even that doesn't help.
Here's what we do know- I'm going to be wearing a long off-white lace dress with a deep V-neck and a box pleated skirt, and my bf will be wearing a tan/khaki suit (probably warm toned, rather than cool). We are getting married outside in a botanic gardens and will have bouquets/bouts of daisies (the traditional yellow and white ones). I'm thinking that their dresses should be tea-length, but beyond that, I'm clueless.
Do you have any ideas for what colors would work? Or what kind of colors? I'm at a complete loss.
